WARSAW — Although sales tax income has shown some significant increases overall, a second-quarter slowdown is becoming apparent in the GLOW region.
The numbers were outlined in a state Comptroller’s Office report issued July 27. It compared growth and revenues for 2021 and 2022.
New York’s more-rural areas tended to show slower growth — and even decreases — after a strong first quarter, with mixed results Genesee, Orleans, Wyoming and Livingston counties.
Genesee County showed the greatest year-over-year sales tax growth compared to 2021. Growth was weakest in Orleans County.
“Local sales tax collections continue to show positive results, but the lower growth in June bears watching,” said Comptroller Thomas DiNapoli in the report. “The slowdown reflects, in part, the temporary reduction in local sales taxes on gasoline in 24 counties, along with a possible return to more typical growth rates after the dips and rebounds caused by the COVID pandemic.”
If sales tax collections are entering a period of slower year-over-year growth, local officials need to be prepared to make adjustments — especially as the cost of goods and services continues to rise, the state report reads.
Statistics for the GLOW region included:
n Genesee County — The county has experienced an 8.4 percent increase in sales tax revenues from January to June.
That included $25.6 million in sales tax revenues for January to June 2022, compared to $23.7 million for the same period in 2021.
But the second quarter — April to June — revealed a slowdown.
Sales tax income increased 0.7 percent, with $13.3 million being collected. The county collected $13.2 million during the same period in 2021.
n Orleans County — The county has experienced a 1 percent increase in sales tax revenues from January to June.
That included 10.9 million in sales tax revenues for January to June 2022, compared to 10.8 million for the same period in 2021.
The second quarter — April to June — showed revenues decreasing.
Sales tax revenues decreased 4.8 percent, with $5.6 million being collected. The county collected $5.8 million during the same period in 2021.
n Wyoming County — The county has experienced a 4.1 percent increase in sales tax revenues from January to June.
That included $11.5 million in sales tax revenues for January to June 2022, compared to $11 million for the same period in 2021.
The second quarter — April to June — showed revenues decreasing.
Sales tax revenues decreased 3.1 percent, with $6 million being collected. The county collected $6.2 million during the same period in 2021.
n Livingston County — The county has experienced a 5.6 percent increase in sales tax revenues from January to June.
That included $21.4 million in sales tax revenues for January to June 2022, compared to $20.2 million for the same period in 2021.
The second quarter — April to June — showed revenues increasing more slowly.
Sales tax revenues increased 3.7 percent, with $11.7 million being collected. The county collected $11.3 million during the same period in 2021.
n New York state as a whole has experienced a 16.4 percent increase in sales tax revenues from January to June.
That included 10.7 billion in sales tax revenues for January to June 2022, compared to $9.2 billion for the same period in 2021.
Sales tax revenue growth slowed to 12.2 percent for April to June.
About $5.5 billon in sales taxes were collected state wide during that period, compared to $4.93 billion during the same period in 2021.
